Transformers Delivered from Northern Vietnam Despite Equipment Shortage and Permit Turmoil

A complex shipment of five high-voltage transformers, each weighing 67 metric tons, has been successfully transported from the Hitachi Energy manufacturing facility in Northern Vietnam to Haiphong Port by SME LOGISTICS JSC, a member of the Project Freight Network (PFN) in Vietnam, overcoming significant logistical and regulatory challenges.

The shipment also included approximately 1,000 cubic meters of accessories. This demanding project required synchronized heavy craning, inland transportation, and port handling – all while Vietnam’s infrastructure sector faces mounting pressure from an ongoing surge in wind farm development across Central Vietnam and neighboring Laos.

At the heart of the challenge was a regional scarcity of suitable heavy haulage vehicles. With much of Vietnam’s specialized transport fleet currently tied up in renewable energy projects, sourcing appropriate trailers and support equipment for this load became a race against time.

“It’s not just about finding trailers that can handle the weight,” explained a local project logistics coordinator. “You also need the right permits, escorts, and timing to move safely and legally through congested and often narrow provincial roads. The high demand from wind energy projects made availability extremely tight.”

The shortage wasn’t the only hurdle. Compounding the situation was a turbulent regulatory landscape. The permit application process for oversized cargo in Vietnam has recently become far more complicated, driven by changes in both government authority structures and transport rules. What used to be a relatively predictable process has now become a moving target, with evolving documentation requirements and new compliance checks added on short notice.

“Authorities changed. Regulations changed. The goalposts kept moving,” said the logistics team at SME LOGISTICS JSC. “Submitting transport permits meant going through multiple rounds of corrections and revisions. We had to respond quickly with additional documents, route simulations, and equipment specifications just to keep the process on track.”

Despite these disruptions, the transformers were transported safely and efficiently from the factory to Haiphong Port without delay. Local teams coordinated tightly between the site, transport contractors, and port handlers to maintain a clear timeline – a necessary feat given the limited availability of cranes and port slots capable of handling such high-weight cargo.

Each transformer was moved using multi-axle trailers designed to distribute the load evenly across rural and urban road infrastructure. Transit times were adjusted around local traffic and community events to minimize disruption and comply with escort requirements. Craning at both origin and port was executed within narrow windows due to port congestion and vessel scheduling pressures.

This shipment underscores the current strain on Vietnam’s project cargo sector, particularly in the context of its rapid renewable energy expansion. The demand for oversized transport assets continues to rise while the country’s permit system undergoes growing pains.

Still, the successful delivery by SME LOGISTICS JSC, under the PFN umbrella, highlights the resilience and adaptability of experienced local logistics providers working under increasingly complex and unpredictable conditions.
